Foreign Representations of Democratic Self-Administration of North Syria ” The Diplomatic Missions”

After the declaration of the Democratic Self-Administration, it was necessary to open representation offices abroad, to introduce the revolution of Rojava and its democratic projects for the future of Syria and the region as a whole, like the projects of “Syrian Democratic Council” and “North Syria Federation”.

The representations’ tasks are mainly based on establishing relations with communities, States, civil society institutions, and human rights, relief and humanitarian organizations. In addition, they organize meetings with all institutions abroad, send reports to the Foreign Relations Commission in Rojava about the policies of the States in which they are based, and facilitate the needs of Rojava and North Syria’s citizens.

Representation of Rojava – North Syria in Sulaimaniyah in Iraqi Kurdistan (Bashour):

On 5 August 2015, the first representation of the Democratic Self-Administration was inaugurated in the presence of  Dr. Abdul Karim Omar, the Chairman of the Foreign   Relations Commission, deputy Amina Osei, Adel Murad, the Secretary of the Central Council of the Patriotic Union of Kurdistan, many representatives of political parties and social and youth activists in Bashour, the Political Bureau of the Patriotic Union of Kurdistan, and many local and Arab media.

Mr. Sherzad Adel Yazidi was first appointed as the representative of the self-administration in Bashur. On 29 January 2017, Ms Laila Mustafa and Dr. Jawidan Hassan were appointed as co-representatives.

Representation of Rojava – North Syria in Benelux

The representation office was inaugurated in Benelux (Netherlands, Belgium and Luxembourg) on 8 September 2016. The inauguration ceremony was attended by some Kurdish parties and Dutch politicians and parliamentarians.

Administrative System of the Representation

Administration: Mr. Sherwan Hassan was appointed as the Self-Administration Representative to Benelux.

Ms. Aviva Stein, American graduate of the International Crisis University, works almost daily in the office. She is a member of the Civil Society Organizations Committee.

Mr. Kevin Mason, American graduate of the International Crisis University, works at least three days a week. He is a member of the Information Committee.

Mr. Zenar Saadoun,  responsible for the of the Kurdish community affairs in the office, works one day a week.

Mr. Laurent Kaddou, member of the committee for archiving papers, works at least one day a week.

Mr. Moshi,  representative of the Syriac Union Party, works one day a week. He is a member of the Civil Society Organizations Committee.

Mr. Sarkon Hano, representative of the Syriac Union Party and  Member of the Diplomatic Relations Committee, is available for contact but does not attend in the office.

Ms. Kawther Mulla, member of Civil Society Organizations Committee, works one day a week.

Ms. Bonnie Boukherd, member of the Civil Society Organizations Committee, works one day a week.

Ms. Sandra Kortevich, representative of the “Syriac Cross” humanitarian organization, works one day a week. She is a member of the Civil Society Organizations Committee.

Mr. Rudy Khalil, university student, works at least two days a week. He is a member of the Information Committee.

Mr. Benkin, who is based in Belgium, is a member of the Civil Society Organizations Committee.

Mr. Hussein is responsible for practical matters and available when needed.

Representation of Rojava-Northern Syria in the Russian Federation 

It was opened on 10 February 2016 in the presence of the Representative of Self-Administration in Europe, Sinam Mohamed, and the parliamentarian of the Democratic People’s Party in North Kurdistan, Falk Naz Yoja. A number of Russian parliamentarians and a representative of the Russian Foreign Ministry, as well as representatives of the political parties and community activists also attended the ceremony. The opening ceremony was also attended by the official Russian media and covered by some Arab and international media as well.

Representation of Rojava – North Syria in the Kingdom of Sweden

 

The Representative was inaugurated on 17 April 2016 in Stockholm, in the presence of Dr. Abdel Karim Omar, co-chairman of foreign relations commission, Ms. Sinem Mohamed, the representative of the self-administration in Europe, and Mr. Bassam Ishaq, head of the Syriac Council. Among participants were representatives of most parliamentary blocs in the Swedish Parliament, a large number of Kurdish and Syriac communities in the Scandinavian countries. Mr. Shiar Ali was appointed as the representative of the self-administration.

Representation of Rojava-North Syria in Germany (Berlin)

It was opened on 6 May 2016 in the presence of Sinam Mohamed, representative of the Self-Administration in Europe, members of German Parliament and political parties, and hundreds of the Kurdish community in Germany.

Initially, Mr. Sipan Ibrahim was appointed as the Representative in Germany, and was later replaced by Dr. Masoud Hassan and Ms. Rima Said as co-Representatives.

Representation of Rojava – North Syria in France

It was opened on 23 May 2016 in Paris, and attended by Ms. Sinam Mohamed, Representative of the Self-Administration in Europe, members of French political parties, Bernard Kouchner, former French Foreign Minister, Bernard Henri Levy,  French intellectual and philosopher, and many people from the Kurdish community in Europe.

Dr. Khaled Issa was appointed as the Representative of the Self-Administration.

Tasks of the Foreign Representations of the Democratic Self-Administration – North Syria

The tasks of the foreign representations include:

  1. Establishing diplomatic, political, social, and economic relations with all parties, political and societal forces, and consulates to enlighten them with the revolution of Rojava and the Democratic Federal project.
  2. Meeting with journalists, organizations, and foreign delegations to enlighten them with the Democratic Self-Administration and the situation in North Syria.
  3. Conveying the visions and aims of the peoples of North Syria and explaining the causes and ways of resolving the Syrian crisis.
  4. Applying laws and regulations in the ratification of documents, certificates, contracts, public and private agencies, and translation if necessary.
  5. Protecting the interests of the citizens of North Syria, individuals or bodies, in accordance with the laws and legislation of the host countries and the international treaties and agreements.
  6. Facilitating the administrative procedures for the people of the self-administration and trying to represent .
  7. Strengthening the links between the Self-Administration communities abroad and their homeland, and solving social problems through reconciliation and consensus.
